Time for another clue...
When I was there in 1982 getting in some Pitts' time, I was told that more aircraft were based there than there were on the whole British register. (That was from a British chap who worked for US AOPA HQ in Maryland)

How about Bario, in East Malaysia?
Not that sure though, I think the Bario runway was more east/west than 20/02.
Worth a guess though I trust.

Edit: To compensate for somewhat illogical clue, some more:
In the US. Since taking the picture, the runway has become inactive and a new one has been built.
