It looks an odd mixture to me - a German wing in planform, a French? tail unit and possibly an Italian cockpit!

German no, European yes.
I Googled on this ......and on photos it has a different shape of the vertical fin.
Since only one was built, I wonder whether the tail shape was changed somewhere along the line.
hint: it first flew in 1938 only and was built for the guys in uniform.

Given that is in a single-seater and you say it was for he "boys in blue" (I guess you mean the airforce) was it a fighter? I can't see any armament. RR

More likely single seat trainer or reconnaisance methinks.

I have tried going for the engine but getting nowhere.

"Parasol" doesn't help either.......

If I have to believe wikipedia, this one-off aircraft was used in anger (as dive-bomber) in a neighboring country.
