How about somewhere farther east? Malaysia, perhaps? The fashion style is very clearly tropical and that looks like an RNZAF Bristol Freighter lurking in the background.

And I've just noticed the mounted cavalry being used for crowd control

While the Europeans are in their beds, is that Chehalis (KCLS)? Have a lot of friends in the Pacific NW - comes from working at the Lazy B for five years - hope they & you are keeping "feet dry".
