I believe it is 24/7, although the website states that prior permission is required for movements between 23:00 and 06:30, probably so SEN can stay within its night time restrictions.

Being open 24/7/365 is absolutely one of the key selling points. One can only hope they are not being disingenuous and back this up with competitive fees and support services.
According to the information on the website, aircraft with a Quota Count of 1 or less are permitted between 2300 & 0630. I have no idea what this noise restriction means in terms of aircraft type.

I haven't been able to find the Fees & Charges for handling at SEN so I don't know if they impose a night surcharge. The airport is H24 as far as ATC and RFF is concerned (Cat 4 at night with up to Cat 6 available at 30 minutes notice) so it would only be the cost of the FBO being manned and any Border Force night charges etc. that would impose additional costs on Stobart handling bizjets at night.
As far as night movement restrictions are concerned under a Section 106 Agreement only 120 monthly movements are allowed between 23:00 and 06:30 for aircraft with a Quota Count of 1 or less. However I seem to recall that those aircraft that are certificated as Exempt from a Quota Count are not included in those 120 movements, should any such aircraft meet this criteria. These are aircraft with a noise certification of less than 84 EPNdB.
So it seems that SEN could accept quite a number of night movements to which a Quota Count applies plus any which may be classified as Exempt. Whether Stobart would apply a night surcharge could depend upon normal practice at other LON airports and/or whether they saw a long term commercial advantage in not levying such a surcharge.

Night surcharge takeoff and landing: 1 - 19 tonnes £200, 20 tonnes + £400. Single charge applies if departure is within 3 hours of arrival. A surcharge of £400 takeoff and landing if a higher fire category is required.
I believe these are the correct figures but as always happy to be corrected if they are out of date.

Wrong. If you own your own Jet, value for money is key; private jet owners know the cost of everything and want their aircraft managers and/or chief pilots to deliver value in their choice of airport.
SEN launched their FBO with great fanfare and I was impressed. I was at EBACE and their stand had a real feel-good factor. But they still can't tell a chief pilot how much it costs to land, hangar the aircraft for 2 days and get the boss into London by car or their own helicopter.
Some might say it's all fur coat and no knickers. However I wish Steve Grimes all the best in his new role as he is well regarded in the industry. He will know that Harrods saw all their customers choose Luton over Stansted as the east/city is not the private jet customer's destination - it's west London. That's why Harrods are now at Cranfield and not SEN.
Very pleased to see SEN push the FBO, just not sure it will work.

How much will it cost me to land my private jet (in my dreams) and jump in a helicopter to get to the city?
Didn't expect to find the answer in the local paper.
Why not fly to London from Southend in just ten minutes? (From Echo)

So the inclusive price for landing, handling and helicopter transfer to a destination within 20 minutes flying time of SEN is £1,995.
Edit: I believe that is the figure and not an Echo error, frequent though they are.

Surely you don't mistrust the Southend Evening Echo? It's a paragon of truth amongst the newspaper community.
£1,995 seems a mere bagatelle when you consider the hourly cost of exec jet hire. If flying in from the east or south east to SEN you could save a good few minutes of flying time compared with the other London area airports.

The thing is if you are from Germany say and you are doing in business in Milton Keynes or Oxford the last place you want to to be flying into is Southend or Biggin Hill. It has to be Oxford, Luton or Cranfield no matter what the price. There again if you want to be in the local area or East London Southend is ideal. Surely it has to be horses for courses (and please don't call me Shirley!).

Good deal
That's a pretty good deal! Landing fees alone at London Heliport cost c£725 for an AW109. I can see charter operators picking up on this and selling SEN as the gateway airport to London. Fro business travellers its a good option (I assume both LCY and London Heliport are both within 20mins flying time???). As for well heeled non business travellers, obviously the AW109 won't be taking the suitcases too but an additional £100 would cover the taxi fare for the bags.

I see the SEN-MXP flight on Friday 26th May is showing 'full or not enough seats' which is promising (if it is indeed full). Looks like at least 83 booked on the MXP-SEN flight on the same day.
