Most of the guys are Not Available for at least 4 weeks because they are out of hours . So a new roster would not require more pilots . It would require a little bit more brain work from mgt and rostering . And that is where the problem is

baccardi walla you have put your finger on one of the many deficiencies, which is the 4th "day off" turns out not to really be a guaranteed "day off". It is easy to run good publicity with a 5:4 offer when nobody is interested in the 500 qualifying clauses that render the offer meaningless!
