Simply because it's easier to keep a wing down than it is to get it back down if it's lifted. That's why.
ps. In 20 years I've never had any trouble getting a wing down.

It's just as easy to land without flaps as it is to land with them. If you fly at the right speed and you've got a long enough runway. Similarly the gear has alternate extension system(s)

We did a "spoilers in" callout during the T/O roll for the Dash 7, Dash 8-100 and Dash 8-400 (for some reason the spoilers don't extend on the -300). I can't remember a callout on landing but the difference in deceleration between the -100 and -300 was noticeable.
The system is simple and effective and needs less logic than a system where the spoilers are armed but stay in during take-off unless the TO is aborted.
