We did a "spoilers in" callout during the T/O roll for the Dash 7, Dash 8-100 and Dash 8-400 (for some reason the spoilers don't extend on the -300). I can't remember a callout on landing but the difference in deceleration between the -100 and -300 was noticeable.
The system is simple and effective and needs less logic than a system where the spoilers are armed but stay in during take-off unless the TO is aborted.
