There is no reason why a civvie couldn't be a good TFO very much like a 500 hour CPL with no military experience could be a very good/safe police pilot.

I would be the first to agree that anybody can be trained to work the cameras etc, its not hard. And as has just been mentioned most teenagers would probably be better at it than a crusty old police...

Yes it is. As I have said before, the pilot of an Apache is far more effective as he is a soldier first. If experience counts for nothing lets privatise the RAF Tristars, Hercules, BAe146s, C17s etc...
