What is your airline experience level? Haven't aviation taught you not to ASSUME? I've worked for numerous airlines in Asia with multinational crew from all continents in my close to 30 year career...

Not everywhere has unions and even in countries where they do, it is not at every airlines. Employment labor laws is more the issue I think.

As far as I know, Japanese residents (on spouse visa, or some other visas) are allowed back in but will need to self quarantine for 14 days.

I am surprised and you work for a legacy carrier in Hong Kong? For your next recurrent training, try a -400/-800 eng 1 or 4 low speed abort on a contaminated runway. Fun stuff...in the sim.
