Now, since the UK CAA charges a huge amount of money to sit the ATPL exams and conduct skill tests, would it be possible to sit the exam in a different country where it'd be cheaper?

unfortunately, to convert a non-JAA license to JAA, one must pass ALL 14 exams. To validate a license (1-yr validation), it is only necessary to demonstrate knowledge of JARs....
