As per the EMA AIP you need a pre-arranged handling agent to land at EMA. Only GA handling agents are Signature and Advantage - DonAir are not a listed handling agent, only listed as an Avgas fuel...

RYR/EXS both increased their EMA fleet by 1 aircraft each taking their fleets to 9 aircraft and 5 aircraft respectively and adding/expanding on routes

At EMA at that time we were distinctly CAT3. Not sure about BHX though but I do know that by 08.30 they were either Cat1 or 2 as Flybe diverted there when they couldn't get into EMA.
