How about PF sets 14000 and asks PNF to delete the constraint from the flight plan? It should take PNF two button presses on the MCDU to delete the constraint. This will give 14000 as the target...

The A321 calculates Vapp differently to the A320. I meant to check the manuals last time I worked but forgot so this is from memory and should be treated as such!

A320 Vapp = Vls + 5 + 1/3...

I think the AIC you want is 36/1998, Pink 170 which refers to fuel reserves of 20 minutes. You can get a copy here (requires Adobe Acrobat Reader available to download at the site)
