As stated earlier in the thread, the reason for being down to 8 during the practice is because Red One had a hydraulic failure when inbound to land at Fairford and had to 'blow' the gear.

He's a civilian contractor, so I suspect other USAFE bases may also use the same company?

As said above it certainly was Dragon 55 outbound RAF Fairford, he was en-route to RAF Akrotiri and as my picture above shows it's a Senior Span configuration U-2 also.

It occurs at least once...
