today ils is out of service so vor -dme approach is an indirect approach does it make it circling approach ?if you are inbound to tbn vor from south at altitude 6000 feet and over tbn vor you don't...

can a controller hold ifr traffic by defining a new holding pattern based on dme or radial instead of using existing one beacuse of traffic or congestion or something else ?if there is no radar...
