A380 Spoilers movement

I was observing the spoilers movement on the A380 and there relationship with the flap movements.
The spoilers seem to move up when the flap are retracting.
Does any know the logic behind this.

Airbus aircraft sidestick target on PFD

How do the pilots use the target cross on the PFD ?
Appears after engine start and disappears after take off.
