Not being a techie, but If I remember correctly, forward facing seats just have a break point (set pretty low) so that with a little pressure from behind, you can fold them forward to aid evacuation...

... but are you referring to the chap who did not take some meds and then ran off the aircraft claiming to have a bomb? I imagine that they have different rules of engagement in that scenario...
