It depends on how you define "safe", but hull loss rates in Africa of western built transport category aircraft are about 20 times higher in Africa than in the USA.

While I agree there should be some backlash against the appropriate US agency that didn't follow up...However I think the bigger problem is there just may not be any plausible way to screen for 60 gm...
