what exactly does this mean?

Since this is the french forum,i thought you may be of assistance.Saw it written on a wall.it puzzles me,

Closest translation would be:
"My bicycle's mother is a spagniel"

It bears no sens in French too, probably written by Eric CANTONA

Maybe it was not "Bicycle" but "bitch"? It would make more sense that the mother of a dog was a Spaniel

It does not mean anything, but that's precisely what it is meant to.
In a manner of speaking...

It was probably written by an admirer of the surrealist writers/poets such as Jacques Prévert, Raymond Queneau, Paul Eluard etc.

I personnally love them, and wish I had the imagination to produce something like la mère de ma bicyclette est un épagneul...

En plus elle a une conotation aeronautique certaine si l' on regarde le titre .

Je ne voudrais pas commencer a la traduire de peur de me faire jeter dans les bas fonds de jet blast par notre belle et fabuleuse moderatrice bleue, mais Capt Cumulonimbus a vu juste des le debut, comme quoi il n' y a pas que les latins qui pensent de suite aux bonnes choses.
