I apologise as I don't usually take part but I couldn't keep my fingers off the keyboard.
Its a Hindustan Pushpak or an Aeronca Super Chief as that was what the Pushpak was derived from.

Searching for British ultralights - I found this photo. The background tail looks very much like your tail above.
Not so much the foreground machine.
But worth a stab = The Dragon 150?

However it first flew on 10 July 1982?

Yes it is the Dragon Light Aircraft Dragon 150, built in Wales.
It appeared on static display at the 1982 Farnborough Air Show. As I understand it, the uncertainty around what would be in the 'Section S' Microlight regulations limited sales and the company was struggling financially by the time the regulations were published.

Quite why it didn't have the upper fin I don't know. A lot of two seaters around this time were struggling to meet the 150kg empty weight requirement, so maybe it was left off initially to scrape in as a microlight?
