The Crouch-Bolas Dragonfly it is.


Counter-rotating 9' props, twin tails; controlled airflow, slots and full flaps gave STOL operations. It could take-off and land in 30', and observers described how, while flying as slow as 16 mph, the plane was able to go up and down at 50-70° angles.
