Stab - European. Early nineties and less than 5 built....?
1 out of 3 Try American, 1980's, less than 5 built.
Was intended to be a kitplane available for homebuild but never progressed. The manufacturer is probably not one that you would associate with kitplanes, and is perhaps best known for its association with a production light aircraft.

I gather some were visually sighted off the coast of Ireland last year - heading towards South America if I recall.
