UK phraseology changed again?

I note that "when established on the localiser, descend with the glide path" has reared its head at Essex Radar again after a few years of "cleared ILS"

Has there been any new diktat from the phraseology Poobahs at NATS or just a desire to tongue tie us poor pilots?

CAP 413 Chapter 6

6.30 When a controller wishes a pilot to descend with the ILS glidepath from a level which is above the published level that intercepts the ILS/MLS glidepath at the Final Approach Fix, the controller may use the following alternative form of phraseology.

BIGJET 347, when
established on localiser
runway 28, descend on the
glidepath QNH 1011

What time of day was it? At night the controllers can only descend to 3000' and intercept final at 10 miles. In this case the controllers cannot use the phraseology "cleared ILS" as you are not descending to the published FAF altitude, which I believe at EGSS is 2000'?
Otherwise, you might have just had one of the odd controllers who still likes to instruct it like that!

There are hardly any terrain-clearance issues in Essex, are there?
Be honest.
