UK phraseology changed again?

I note that "when established on the localiser, descend with the glide path" has reared its head at Essex Radar again after a few years of "cleared ILS"

Has there been any new diktat from the phraseology Poobahs at NATS or just a desire to tongue tie us poor pilots?
