Thanks for clarifying.
Are they expecting some of Luton's active destinations to appear on the "Red List"? Obviously we don't have anything from India, Brazil or South Africa!

What happens (or should happen) when someone flies in a private jet from Delhi to Luton ? If a few people who are wealthy enough to afford a long haul private jet end up in the Holiday Inn Express (and not a 5 star hotel !), word will get round. Somebody who is rich and powerful will be wondering right now whether then should just take a risk and hope they can slip under the net
The threat of quarantine, and thus the deterrence factor against travel, will be credible only if it's followed through

Indeed, the privileged, through either wealth status or both simply don't believe they have to follow the rules / law. They are probably right.

If you fly by private jet you are still subject to the same immigration rules. Hence why Farnborough was including in airports allowing arrivals from red list countries - i.e you can come in your private jet but you’ll be quarantined. There is a rush at the moment to beat the deadline as has happened everytime the Gov announces a country will be added to the red list.

I hear the Holiday Inn Express is purely overflow from LHR sister hotels, nothing to do with the Airport or the rich & famous.
Just simply it has capacity through May & June.

The Telegraph reported how many direct flights operated from India to UK between the red listing being announced and its commencement. All the scheduled flights were shown (BA, AI, VS, Vistara), plus a handful of Luton-bound exec charters, some of which scraped in just before the 0400 deadline on Friday.

Quite easy to find, a VT- reg one probably was the "scrapped in" one plus Qatar Executives, Air Hamburg & Vistajets but LTN has a healthy number of from India normally.
Reading some articles, charters to Dubai was much busier from India.

A number of Formula 1 related flights to Faro this week. Yesterday a BÀ E190, today a TUI B737 and a Cityjet plus tomorrow TAP Portugal and Jet Netherlands. These are not on departure boards and classed as private charter flights, although it adds to the meagre passenger numbers.

I hope it is just overflow as on the 24th I had a periodic medical there along with quite a few others. The hotel seemed to be operating normally with punters checking in and out, arriving in mini-cabs, on foot from the airport etc.

Using the terminal post code you need to focus on the airport where the case rate is 124.7 per 100,000 compared with the U.K. average of 23.4 https://coronavirus.data.gov.uk/search?postcode=LU29LU
This is one of the highest rates in the UK and 5 times the UK average despite the area being relatively well off. I wonder how many cases are being transmitted at the airport where many people in Wigmore walk to work? I also wonder how many cases are being brought into the UK each day via Luton Airport through foreign travel despite the testing as the council is still blaming this as one of the main reasons. The worst might be over but I expect a surge in the coming months as most of the retail outlets are still closed so despite the low passenger numbers people are still crowded together and that is with an average of only 100,000 passengers a month as the flights are bunched.

Cases are registered where people live not the post code of where they are tested which is why the local schools keep having bubbles go down. Also the council has never claimed this is the reason why cases are high in this ward.
edit. Now dropped to 114 cases per 100,000

There have been several Turkmenistan charters over recent months. They proposed a scheduled service in ?2019 but it didn't start due to slot restrictions.
