Well, the rumours I've heard are mainly to do with BAe Regional Aircraft being up for sale too. The sensible(ish) rumours of "Interested" parties include Xian Aircraft Manufacturing, Falko and Woodward.
The more outlandish I've heard are: Antonov to purchase it as a western factory for AN-148's, Ryanair buying the north apron to store aircraft and BA turning Prestwick into an engineering hub!
However, I've heard nothing concrete about a new owner for the airport, it's all wild speculation at the moment.
On a sort of related note, a few years back someone told me that Infratil or Prestwick management had bought the Driving range with a view to expansion, can anyone confirm or deny this?

Heard a rumour that Prestwick may be looking to sell the land where the second runway is, (Friends dad works for council planning) for housing development????? and their might be a possible buyer, but no one is saying who

Reported in The Scotsman and The Herald this morning that if Ryanair don't get their way at Edinburgh then they will shift a "modest" amount of routes (back) to Prestwick.

Regards the selling off of 21/03 this was proposed a few years ago by Infratil but everything went quiet after the Consultative Committee (I think) challenged this. Not sure of the details but hopefully this is not a case of asset stripping by Infratil prior to a sale.

BAA did this as part of the Freeport gig in the 1980s. No 21/03 would mean Ryanair not being able to operate on certain winter days when the wind howls in.
