Ahhh Guv - I think you've figured it out! So you 4500 odd South African ATPs and CPLs you know what you can use your licences for now eh? Handy document when you get stuck at that bush strip with no, ahem, amenities

Caa press release:
<font face="Verdana, Arial, Helvetica" size="2">State Withdraws Charges Against CAA CEO
Friday, March 16, 2001

The CAA Board of directors reinstated Mr Trevor Abrahams as chief executive officer with immediate effect, following the withdrawal of charges against him by the state in the Pretoria Commercial Crimes Court yesterday.

Mr Abrahams was arrested on 28 June last year following the issue of a warrant of arrest on charges of fraud, corruption, obstruction of justice and contraventions relating to the Civil Aviation Act.

During Mr Abrahams' absence, Ms Wrenelle Stander, the Deputy CEO, was appointed Acting CEO and Acting Commissioner for Civil Aviation.

"The CAA Board of directors is concerned about how the investigation was handled, the delay in the formulation of the charges, as well as the numerous postponements of Mr Abrahams' court appearances. This results in serious doubt being cast on the justice system," said CAA Board chairperson, Mr Israel Skosana

According to the CAA Board chairman, Mr Israel Skosana, the CAA Board is pleased that Mr. Abrahams will now be able to resume his duties as Commissioner for Civil Aviation and chief executive officer.

Skosana said that the Board will discuss the findings of the Independent Review Panel (IRP) with Mr Abrahams.

"It would be a grave oversight if I fail to convey my sincere appreciation to the Deputy CEO, Ms Wrenelle Stander, for all her hard work during a very challenging period in the short existence of the CAA," said CAA Board chairperson, Mr Israel Skosana.

It is a pity that Wrenelle Stander cant keep the job as commissioner. She has been awesome, and there has only been good reports about the CAA while she was in charge. All the industry role players agree on this. Surely someone then with a proven track record should keep the post of Commissioner!!

'Pilot licence scam cover-up'

Pretoria - The Democratic Alliance on Tuesday insisted there was a massive cover-up regarding the pilot's licence scam.

This was borne out by the latest in a number of strange incidents surrounding the matter.

A couple who were instrumental in bringing the pilot's licence scam to light had fled their Randburg home after two invasions of their privacy, DA MPs Stuart Farrow and Andre Gaum said in a statement.

Last Friday night, two men allegedly entered their house under false pretences, looking for documents linked to the scam.

Paul Rheeders, an attorney, and his consultant wife Natasha were not at home.

Domestic threatened with gun

When the two men could not find any documents, they threatened the couple's domestic worker with a gun, the statement said.

On Monday night, the bakkie driven by the two men again arrived at the house.

The Rheeders couple, who had just arrived home, sensed danger and sped off. They had since been staying with friends.

Early last year the couple, together with aviation consultant Colin Weir, drafted a document about the scam.

"They brought this under the attention of the Civil Aviation Authority Board, but the board reacted in a hostile manner."

Subsequently some of their clients instructed them to act on their behalf on certain matters involving the CAA. This prompted them to investigate certain matters more diligently.

Clients threatened with death

"During this time, some of their clients were threatened with death. Weir was escorted by the SA Police Service out of the country due to threats, and had to start a new life in Australia.

"The DA has little doubt that this latest incident is yet another manifestation of massive cover-up of far-reaching licence fraud directly related to the affairs of the CAA."

Weir had his briefcase stolen and car tyres slashed, and an MP had her computer stolen shortly after consulting various key witnesses in the scam.

"The DA feels that the blatant incidental and mysterious attacks are no doubt orchestrated and organised to destroy evidence in this case," the statement said.

"We call on the Minister of Safety and Security (Steve Tshwete) to thoroughly investigate this incident and to follow up all possible links with the licence scam."

The identikits of the suspects in the Rheeders case, which were released on Tuesday, would help Tshwete to reach "revealing conclusions".

'Political interference must be stopped'

Besides, the DA added: "It is... of paramount importance that all political interference with regard to this matter is stopped immediately."

Last week all charges related to the scam against CAA chief executive officer Trevor Abrahams were withdrawn.

The National Directorate of Public Prosecutions said it was not necessarily in the public interest to prosecute him.

Two pilots, both of whom had fled the country before they could be sentenced, and an official have been convicted in connection with the buying and selling of pilot's licence examination papers.

Reveal reasons for dropping charges

The DA said that besides a renewed police investigation, Transport Minister Dullah Omar should institute an independent investigation into the licence scam.

Justice Minister Penuell Maduna should reveal the reasons why all the charges against Abrahams were dropped.

National Director of Public Prosecutions Bulelani Ngcuka should indicate if he is willing to make available a nolli prosequei - a certificate issued by the state to allow for private prosecution in a case where the state chooses not to prosecute - in the matter.

Some of the people involved in the matter, like those whose relatives died in air crashes where a pilot appeared not to be fully qualified, might want to institute private prosecution, Farrow told Sapa. - Sapa

I wonder what the CAA/politicians are going say to now...

"Trust us, we're with the ANC ... oops, I mean CAA!

"Well, ja nie, man... However, we do have very trusty 9mm pistols - now please sign here to say that you are completely satisfied with the high level of service, probity and all-round integrity from the CAA.

"And look out for our latest increases in your licence fees and other charges ... except of course when you want to buy them direct from us high officals!"

nolli prosequei I wondered if we'd get to that.

Basically, under our law, anyone can sue anyone else in a criminal matter. The only proviso is that the State gets first bite of the cherry.

The thinking goes that, since you can't try someone twice, the state needs to be able to proceed with an effectual case. If private people brought a badly researched case to court people might get off and the state wouldn't be able to do squat.

But if the state doesn't want to proceed anyone with a reasonable case can do so.

If this was Trevor's trump card (getting to the Director of prosequtions) then this one may well backfire. And exactly the same regulations regarding bail etc. apply. Interesting times. I see 'CAA Chief' hasn't appeared here since his bail was returned. The new 'quieter' Trevor no doubt.

Once you've the Government in your pocket it's a formidable task to bring you to book. I suspect McClain's cover is still largely intact even if Richman and Andrews had disappeared.

Doesn't sound like McClain likes the job much though.

Anyone been to the CAA lately? See the printout of 4 e-mails offering support to Clevor Trevor after his latest trials and tribulations? Wonder why they didn't print the other 3755 e-mails offering a different viewpoint and put those on the noticeboard as well - lack of space perhaps?

Good question Wheels Up. I s'pose it's Trevor's notice board so he does what he wants with it. That's why we have PPRuNE.

On the other hand we pay for Trevor's notice board... Maybe he doesn't realise that? Or care?
