Well there are just three options, over Alpha under Alpha or don't build it because of the cost. The airport should achieve 18 million passengers without it so the question then becomes is it actually needed or is it needed for passenger levels when above 18 million?
The real issue with the shuttle bus is that it is run for profit by the rail company. A service that was free has been charged for now for a number of years which slows down the transit times by a considerable amount. Also the charges were originally introduced when the service was upgraded to high capacity bendy buses except only one now is in service at the moment out of four buses.
Have a close look at the centre section of one of the replacement buses that I took a photo of yesterday while I was waiting for my daughter bearing in mind that it is now off peak November. It was packed out with standing passengers who stood there for around 8 minutes before the bus moved. This is just one of the reasons why Luton comes out bottom in passenger surveys.

From the recently published article, it seems the mood is very positive that the link will happen. The space is there and available next to Parkway station, the challenge he airport end but the tunnel was built with a rail link in mind so perhaps they will revert to that plan?
Given the growth of the airport the need for for a link is all the more urgent. As the airports biggest operator, easyJet are clearly pushing hard for it according to the article and the airport clearly wants it so hopefully it will happen as is intimated

The only certainty is that a dedicated link won't be using the spare half of the tunnel which is ironic as it has sat there for 16 years unused, as next year it will be used as the exit road from the CTA.

For me to use public transport to LTN means:
Equally, when collecting partner from LHR after a 15 hour journey (from door to airport to here at 06:00) am I really going to suggest to her that we drag the case on to the tube at rush hour (or the costly Express) and finish by dragging the case 12 minutes home from the tube? Not to mention that it would cost more in costs and time for me to do that. Yes, she'd like that idea.
For me to use public transport to LTN means:
- Drag suitcase for 12 minutes to tube.
- Hope the lift is working or carry case up the stairs.
- Change from tube at Kings Cross to get through to St.Pancras, dragging case.
- Board train to LTN P'way
- Off train and drag/carry case to bus.
- Bus.
- Drag/carry case to check-in

LTNman (monorail post) So the idea was to build a large terminal on the outside of the handing area and then monorail the pax in? Obviously that would have cost money, so much better to cut corners and put in a cheap and nasty solution...

Yes in the early 90's the idea was to put a landside terminal over the railway tracks at what would become Parkway with a monorail taking the passengers airside to the CTA.
Later it was scaled back to a station but rail passengers would check in at Parkway with proper check-in desks and again a monorail link taking them airside but road passengers would still use a land side facility in the CTA.
We ended up with a station and a bus.

Only for non EU citizens as most passengers into Luton are from the EU so that lane is usually empty. All of Luton's e passport gates are now meant to be open. Don't know if that has made a difference.

Last year, coming back from VNO, my travelling companion with Non-EU passport (and all the extra questions and checking of her Visa) was through before me.
