Yes in the early 90's the idea was to put a landside terminal over the railway tracks at what would become Parkway with a monorail taking the passengers airside to the CTA.
Later it was scaled back to a station but rail passengers would check in at Parkway with proper check-in desks and again a monorail link taking them airside but road passengers would still use a land side facility in the CTA.
We ended up with a station and a bus.
