Is it still the case that Second Officers just get paid basic with no flight allowances etc?

The Second Officer contract in it's first iteration was £x + sector pay, however the sector pay amount became baked into the salary to avoid large seasonal differences between winter and summer months take home pay.

For new experienced guys joining, would they upgrade to FO immediately as soon as they obtain the 1250 hours( factorised)?

If you join as an SO then you will need 1250 hours and 2 years continuous service to upgrade to FO, then 2 more years and 2500 hours for SFO. I'm not privy to whether they offer the FO contract to experienced FO's meeting the requirements, but I do know they've recruited directly to SFO rank for those that have over 2500 factored hours.
