State of Licence Issue Change to Irish Aviation Authority
Hello everyone,
I'm having issues with my application for State of Licence Issue Transfer from Italian CAA to Irish Aviation Authority (IAA). I hold an Italian EASA CPL with ATPL Theory and I initiated the process in mid January 2022 to obtain an EASA Irish CPL. The problem is that the IAA Licensing Office first notified about a "Payment Not Authorised" Issue for my application nearly 3 weeks ago (as of mid February 2022) but in 3 weeks I received just 2 emails from them reporting the same issue, the first on the 28th January and the second (and last) on the 4th February (Both Fridays in late afternoon). I always replied immediately to both emails but after the second one I stopped receiving replies from them. I'm afraid that without the payment I will not be able to obtain my Irish Licence in time to start my Base Training (expected In May 2022). I was wondering if anyone else has ever been in a similar situation, and if so, how did he/she manage to solve the problem. I've already tried to contact multiple times both the officer who notified me about the issue and the Licensing Office without success.

One might be tempted to think they caught it from us brits.

I provided a Debit Card (Connected to my Italian Bank Account) as it was among the options available for payment. I can try with other cards (Credit) but the main problem is that I'm currently unable to keep in touch with the IAA and I can't process the payment by myself because I have to wait them for doing it.

This is no surprise, I think a lot of IAA personnel have been working from home since covid started, due govt regulations in Ireland, has been hard work ever since trying to get even simple things sorted out by them.

My understanding is that in order for you to use another card, the IAA will have to get the payment form with your other card data signed by you. I think that they won't process any payment until they receive a "hard copy", that is to say, the actual form signed by you. I don't know if they will accept it scanned, or by fax, but to the best of my knowledge they only do it after having the original paper signed by you.
I think that the best option (quicker option) is to make sure that the required value is available on your Debit Card, and ask them to try again. You are aware of the fee that they charge ?
They are indeed working remotely, but occasionally they go to the office, maybe to make sure that they have received whatever form, that is to say, the original paper, before they proceed any further.

the amount they charge for CPL conversion is available on my account. However 3 days after my post here on the forum I finally received a notification on my Bank App that the payment was processed correctly on the Debit Card provided. Still have to figure out why 3 weeks ago they couldn't and yesterday they did. Anyway, for the moment the problem is solved, thanks everyone for the answers!

I managed to solve my problem without actually doing anything more than what I had already done. After days and days without a response from the IAA, one day I received a notification on my Bank App saying "Transaction in favor of IAA Completed". The card was the same I provided at the very beginning so nothing changed from then.

hello,
just for informing you, that today I opened my bank app and I found that the irish authority did the payment,
what ?!, With out any changes, so I don't know really and for everyone that will have this problem just respond to email of "payment not authorized" and wait 1/2 weeks and magically they will do the payment.

My guess would be that when the IAA tries to charge the fee, your bank 'automatics' automatically say NO to the transation.
Some days later someone in the bank reviews, or goes through, the transations that were denied. Upon checking your case about a denied transation by some entity called IAA trying to charge whatever amount, he/she goes to check who the hell is the IAA, and comes to the conclusion that, Oops, that's a trustworthy entity and he/she 'manually' overrides the automatics and allows the transation to be completed.
Naturally your bank does NOT want you to know this. They don't want you to go to the bank bitching ... I had my licence application delayed some days because of this BS.

yeah, exactly I think too but the problem is that there is any type of communication etc, so this is a little bit frustrating because they told me that my license was "freeze", but ye now everything seems like normal and also "fast"

Weeks waiting for Type Rating issue, no communication, nobody too answer emails/fones. Time to consider moving to a proactive authority.............but then there's the requirement for Licence Verification......back to square 1 LOL
