3 missed Approachs

Heard some A320 operating airline in India did 3 missed approaches in VEBS & then finally managed to land the aircraft in severe cyclonic storm.
Kudos to the pilots...!!!

Doesn't sound right. As per DGCA regulations you have to divert after 2 missed approaches. Please correct me if I am wrong
