Unfortunately the pilots and operators do not read what is written by the DGCA, they read what they would like to imagine has been written.
The key words IMHO are ‘...made unless infringement relates to unlawful/criminal/ deliberate gross negligent unsafe actions...’ and it is amazing how many of those are committed on each flight. It is most likely going to be the ones you didn’t intend to report that they will get you for.
I think that deep down Mr. Chopra is an honourable man even if no one believes him and there is a large amount of anecdotal evidence that the guarantee is less than worthless.

If at all anything is under question, it is not Mr Chopra's honor or intention, but plain ineptitude about setting up an anonymous 'non-incident' reporting system. Incidents and accidents are anyways to be reported as per established regulations.

He obviously dreamed of setting up a USA style ASAP system, where you can report a mistake and as long as it wasn't deliberate you can admit you did wrong and its then analyzed and the issue is put to be put with no repercussions ie bust an altitude ...turn to a wrong heading, land overweight etc etc.
Mistakes happen, problem is in India and the mindset in India will never allow them to have a ASAP system... and so aviation will remain in the dark ages in India. I would never use this form in India, just like the way they use the CVR for which it isn't intended when they listen to it every 6 mths!
