He obviously dreamed of setting up a USA style ASAP system, where you can report a mistake and as long as it wasn't deliberate you can admit you did wrong and its then analyzed and the issue is put to be put with no repercussions ie bust an altitude ...turn to a wrong heading, land overweight etc etc.
Mistakes happen, problem is in India and the mindset in India will never allow them to have a ASAP system... and so aviation will remain in the dark ages in India. I would never use this form in India, just like the way they use the CVR for which it isn't intended when they listen to it every 6 mths!
