I think I understand that the 'who the Cpt was' makes the situation 'even worse'. But it is so bad to start with, and "apparently" it is a Company problem, that in the end does not (should not)...

"safe to operate" - can this (statement) be true? If yes ... IMO this is not a flight crew problem, it is a problem that the airline is allowed to operate.
