It will come out in the NTSB report, of course, but I'd bet that the "safety pilot" in the EC130 was a freshly-rated pilot (perhaps not even IFR-rated) who was going along for the experience. ...

No, Jim. The "safety pilot" is merely a sandbag. He probably has a rating but has too few hours to be considered a PIC. So he rides along on flight where the customer requests/requires two pilots....
