I don't know the answer, but the Airbus QRH procedure for NAV TCAS FAULT states On ground only. There is no requirement regarding brakes.

Forced landing - near Swindon 28Nov10

BBC news reporting that the aircraft with 9 POB suffered substancial in a forced landing near Wanborough, whilst being used for para dropping. The pilot is in hospital with a broken leg.
