A319/320/321 TCAS Circuit breaker reset

Our company provides a CB/Computer reset guide...

For the TCAS system, there is a reset procedure, but it states as a precondition that it must be accomplished with brakes set, on the ground....

Any ideas why this restriction? ie why can't we do this airborne? Is it something to do with the TCAS self-test causing a problem for other nearby aircraft?? That's the best I can come up with.

I don't know the answer, but the Airbus QRH procedure for NAV TCAS FAULT states On ground only. There is no requirement regarding brakes.
