As I see it the answer lies in the wording " for performance reasons". Pretty clear to mee, you can not do a Cat 3 on single engine hence you need a tka-off alternate.

Most probably you will only find two sets of controls as turbine engines ( Jet or Torbo-props) donīt have mixture controls. At least I have never heard of one that does.
