LIAT used to take the DASH8 into W.H. Bramble (Blackburne) Airport (TRPM) in Montserrat. It was 3380' before the volcano rendered it unusable. Bequia is around 3600', so I would think it is possible.

You don't give any back ground on yourself. The Caribbean is rather large and diverse. Generally it would hard unless you are local or have local connections.
