Agreed, not required, ATC know you have a connection. As seventhreedriver says, the radar label identifies this. In our region only the Middle East airlines tend to "announce" it.

No. Oddly there is an uplink RESUME NORMAL SPEED but no support for a downlink request. You can only request a fixed speed, or as you say "free text".

ACARS

To answer the original question, yes ACARS is the communication conduit for FANS CPDLC. ACARS uses VHF, SATCOM and (if enabled) HF, usually in that order of preference as specified by the operator.
