If I am correct it is fairly similar to getting a PPL in Canada. So your daughter could do this and then just upgrade to a PPL later on in 2 years.

As a Canadian working on my CPL, I can tell you there's hundreds of people in the same situation in the 250-1000 hour range all competing for a few jobs, who are fantastic pilots
