you cannot convert FAA CFI or any other instructor rating.:ugh:
process- 10 hrs patter flying, DGCA oral exam, check by a examiner (CFI), submit papers to DGCA.

there should be an amendment issued to that circular. Last time i visited open house, someone had a similar query. Its 5 years now.

VFR by night is allowed and the ATC generally clears you. I had one instance though where UAE control cancelled my VFR plan and sent me back without any reason.
