VFR by Night in UAE?

VFR by Night in UAE?
Does anybody know if VFR by night is allowed in the UAE FIR?
Two friends are on an around the world trip in a single engine homebuilt and plan to land in OMDB tonight around 45 mins after SS after a 11hr flight non-stop form Luxor... They are VFR only.

No person shall operate an aircraft under VFR at night unless:
(a) the pilot-in-command receives clearance from ATC to operate VFR in controlled
airspace under the jurisdiction of the ATC unit issuing the clearance; or
(b) the operation involves a bona fide casualty evacuation and the flight crew is instrument
rated and current; or
(c) for night currency training conducted within controlled airspace or within a designated

Well they might have one small problem getting away early tomorrow morning. They came in IFR and as they couldn`t comply with the star have been grounded by the GCA, so they`ll need to get a release from them before they can depart Dubai.

On their website, one of the guy is a copilot in a Corporate Aviation company. So I guess he's IR rated.
Even though they're IR and the a/c is IR equipped...DXB is RNAV5 ARR and DEP.
And...I don't think their SEP is RNAV5 capable.
Me thinks they would have better landed in AAN
...

I couldn't even fly the approach, let alone the arrival in that little thing. The mere fact they got from Europe to as far as Dubai proves they can navigate, but I suppose, someone must strut their feathers about a little aeroplane.
Next time guys, land in Al Ain!

They are trying to get to Ahmedabad Saturday and then continue to Calcutta the next day.
The GCAA stuff seems to be mostly sorted. Just need to show them all IFR plates before T/O.
