Narita is quite some distance from Tokyo. I haven't been since 2001 but from memory it was at least 1 hour on a train. A fast express train but not a bullet train. My guess is at least 100km though....

Deductions can only be claimed when they have a connection with income earned in that year. So if you get a job in the same year you can claim it. Interest just like training costs are expenses....
