It makes a lot of sense to enforce separate allowances for hand and hold luggage.

Otherwise I'd turn up at check-in with my 30kg case and no hand luggage, then go collect my 10kg hand luggage...

Why return after a blown tyre? If you have to land with a damaged tyre anyway, couldn't you land at the destination?
