What's the issue with practising NDB approaches/tracking at a radio station in IMC so long as you're above MSA?! You can keep an eye on where you are using a legitimate nav aid...

Working for free as an FI(R)? Not sure how viable this would be... I started work as an FI(R) in April this year. I instruct 7 days a week at two different clubs and average 40 hours flying a month....
