I don't know about flight schools in Miami, but in Florida there are several JAA schools that can give you a JAA PPL, CPL and all the ATPL exams. The IR would have to be done in the UK.

most flight schools in Australia offer Cpl training etc for Australian licenses though if your after a JAA license then Western Austrlia Aviation College (WAAC) does a cadet course for this.
