Try to file an ATC Occurrence Report every time an airline is not complying with an instruction. By time it might help since the regulator will receive an overview and statistics.

If any, shouldn't the TWR say "GO AHEAD" as per ICAO PANS standard RTF?

Often replies to this forum is based on UK rules and not always ICAO. That could help if ppruners state UK or ICAO or ?? The same for the pilot, he should also ask whether the situation is UK or...

Normally below 10000FT/FL100 its Airspace Classification C where speed restriction is NOT applicable for IFR flights, unless restricted by the STAR. Pilots still request from ATC if "high speed" is...
