Learning to fly on a permit aircraft

We are trying ascertain the UK CAA rules around learning to fly on a permit aircraft.

A friend has just brought a permit aircraft for his own personnel use.

He wants to get a PPL and train for this on his permit aircraft.

So what are the rules

The CAA website seems to be out of date and or not much detail...
He and the club have both spoken to the CAA and seems to get differing answers...

Has he got to do this via a DOT / ATO

What about instructor

What about the aircraft can it be used.

Insurance ???

What does the DTO need to do if allowed..

As it’s a permit aircraft maybe the LAA should be first call?
ETOPS is online now

Yes, a DTO or ATO.

What about instructor
Needs to be an FI working within that DTO or ATO.

What about the aircraft can it be used.
Yes, so long as the DTO or ATO's Head of Training has assessed it and determined it to be suitable for the purpose.

Insurance ???
Most GA insurance includes instruction of the owner, but check.

What does the DTO need to do if allowed..
Assess it, find it suitable, run it past CAA to file some paperwork adding it to their fleet. I don't know the exact charges, but a recent conversion suggested to me that it was in the order of £150.

There has been a recent change to UK regulation returning us to where we were prior to 2020. Regarding the evaluation process for Permit to Fly aircraft, you will find this in AMC2 DTO.GEN.240 and AMC2 ORA.ATO.135.

Seems to be a different scenarios to which the AMC is refereeing to

Scenario 1 if a DTO buys a permit aircraft and use that to train pilots towards a PPL

Scenario 2 is were a PPL student pilot has brought his own permit aircraft and then come to the club to learn to fly in it. Just for himself.
