Yes, a DTO or ATO.
What about instructor
Needs to be an FI working within that DTO or ATO.
What about the aircraft can it be used.
Yes, so long as the DTO or ATO's Head of Training has assessed it and determined it to be suitable for the purpose.
Most GA insurance includes instruction of the owner, but check.
What does the DTO need to do if allowed..
Assess it, find it suitable, run it past CAA to file some paperwork adding it to their fleet. I don't know the exact charges, but a recent conversion suggested to me that it was in the order of £150.
